Frank H. Kelly, EA began his practice in taxation in January 1981. Over the next several years, Frank added accounting and payroll services to the practice. In the late 1980’s Frank added investment services to his client, first using annuities and life insurance and then securities. He has been Avantax Investment Services® Advisor since November, 1995.

Frank is the owner of Kelly Financial Services, Inc. Frank was granted the status as an Enrolled Agent in May 1989 after passing a 3 part U S Treasury exam based on federal taxation. An Enrolled Agent is a federal designation issued by the U S Treasury to represent taxpayers before the IRS in all tax matters. In 1992, Frank completed the National Tax Practice Institute and was awarded the designation Fellow of the National Tax Practice Institute.

Frank holds a Series 6 Investment Company Products/Variable Contracts Representative (IR), Life Accident and Health Insurance licenses in the Commonwealth of Pennsylvania along with the FINRA licenses in several other states.

Frank completes over 40 hours of continuing education in tax matters each year. The education has covered tax laws, small businesses, medical savings plans, and financial services.

Frank is the Past President of the Pennsylvania Society of Tax and Accounting Professionals, Past President of the South Central Chapter – Pennsylvania Society of Tax and Accounting Professionals, past President and Founding President of the Pennsylvania Chapter – National Association of Tax Practitioners, Past Secretary for the National Association of Enrolled Agents – Education Foundation, past Board Member of the Pennsylvania Society of Enrolled Agents, Past Facility Chair of the Large Tax Practice Group and Past Volunteer EMT/EMS Captain for the New Cumberland Fire Department. Frank currently sits on the Board of Directors of the Friends of the West Shore Theater, Inc. and is the Secretary to the Board.
