Sarah Moreland, Senior Counsel Attorney and Lobbyist and Samuel Morris, 

Sarah Moreland is a registered Pennsylvania lobbyist and a practicing attorney with the Saxton and Stump Law Firm. She is part of the Regulatory Affairs and Government relations team where she assists clients with advocacy, analysis, research and other government relations matters that involve federal, state and local regulatory bodies and rules. Additionally, Sarah supports the Environmental, Workplace Safety and Utilities and Real Estate teams. As a former Pennsylvania House staff member, Sarah offers a unique perspective in driving success for her clients. 

Sam Morris is a legislative and policy analyst in the firm’s Regulatory and Government Affairs Group. He conducts in-depth research for the firm, tracking state legislative activities and providing insights to support governmentaffairs clients.

Sam came to Saxton & Stump after most recently working for the Pennsylvania House of Representatives aslegislative support staff to elected officials. He served as the front line for the state representative in his district,where he handled communications and events, assisted constituents with state and local government relatedissues, and was responsible for tracking and responding to policy inquiries.

Sam graduated from Shippensburg University for both his master’s degree in applied history and his undergraduatedegree in history.
