Pennsylvania’s Educational Improvement Tax Credit (EITC), Opportunity Scholarship Tax Credit (OSTC), and Economic Disadvantaged Schools (EDS) Programs are unique to the state and have grown and evolved over the last twenty-five years to include not only corporate tax credit opportunities, but credit opportunities available to individual taxpayers as well. By joining approved Special Purpose Entities, administered by state-approved Scholarship Organizations, individual taxpayers can make contributions to tuition-based Pennsylvania K-12 programs and receive up to a 90% Pennsylvania Income tax credit. An important issue for many clients, this seminar will help CPAs better advise and assist clients looking to contribute through the EITC/OSTC/EDS programs. Learn about the latest updates, funding news, and availability of EITC/OSTC/EDS opportunities throughout the state.

Learning Objectives: After attending this presentation, you will be able to:

  • Recognize the differences between the EITC, OSTC, and EDS programs and advise clients regarding same;
  • Distinguish between the application processes for corporate and individual clients at both the state and local levels and navigate both;
  • Recall the tax preparation logistics for a donor claiming a credit pursuant to the EITC  programs.

Amy Impellizzeri, BLOCS

Amy Impellizzeri joined BLOCS in 2025 as a Development Manager, working closely with schools and donors in the Greater Lehigh Valley and Berks County regions to expand access to educational opportunities through the EITC program. She focuses on building strong partnerships and guiding both first-time donors and long-time supporters through the tax credit process to maximize impact for students and schools.

Prior to joining BLOCS, Impellizzeri led the Eastern Pennsylvania Scholarship Foundation from 2022 to 2025 and brings more than 15 years of experience as a practicing lawyer to her role. She is a graduate of Dickinson College and the George Washington National Law Center, an award-winning author of fiction and non-fiction, and an adjunct faculty member in Drexel University’s MFA in Creative Writing program.
